Assistant Commissioner Bronx Adult Operations:
     [Feb.04 to the present] Under the general direction of the Deputy Commissioner for Adult Services, I had overall management responsibility for planning, directing and administering the activities of the Borough's Adult Court Services. I planned for the effective management and delivery of probation services for Supreme and Criminal Court in both the preparation of Investigation and Supervision Reports and the provision of effective supervision services. This included the implementation of workable gang member supervision strategies as well as enforcement of New York State Sexual Offender Registry laws through the Special Offender Supervision Units. I provided direction and consultation to management personnel responsible for the delivery of Adult Court Services. I participated in the development, formulation, implementation and evaluation of new and existing policies and procedures for Adult Court Services within the Bronx. I served as a liaison and representative in matters involving the Criminal and Supreme Courts, the District Attorney and other law enforcement agencies
Assistant Commissioner Intelligence Division:
     [July 02 to Feb.04] In this capacity I served as a liaison and Dept. representative in matters involving the Criminal and Supreme Courts, the District Attorney's Office, New York City Police Department. NYS Division of Parole, Community Planning Boards and other community based organizations. I assisted in the development and enforcement of agency policies pertaining to the implementation of the Special Offender Units [gang, sex offenders etc.] and High Risk units throughout the city; worked in conjunction with the borough Assistant Commissioners to provide consultation services and coordinate the intensive supervision field activities of Probation Officers in the High Risk and Special Offender Units. I established the Department's first precinct based supervision reporting for the Special Offender's Gang and Sexual Offender Units in the Bronx.I had direct responsibility for the developing, implementing and administering of the Intelligence Unit as well as the citywide implementation of the department's Confidential Informant policies. I was responsible for all criminal investigations involving probationers and their associates, gang debriefings, enforcement of sex offender laws and regulations, overseeing and directing the Warrant Squad investigations and coordinating all law enforcement activities with the appropriate New York City Police Department Divisions as well as other law enforcement agencies in the pursuit of absconders and probationers involved in new criminal activities.
In this capacity I also assisted in the development and enforcement and training regarding agency policies pertaining to weapons training, use and maintenance; radio protocols; arrest procedures and field equipment protocols. I ensured compliance with the Code of Conduct and the State statutes for control of firearms. I advised the Associate Commissioners and all Executive Management personnel on any administrative, legal and other related problems that may arise as a result of the use and carrying of firearms by Probation employees.
     I represented the Probation Department on the Mayor's Office Megan's Law Project Task Force. I provided oversight to the monitoring of sexual offenders and ensure compliance with the Sexual Offenders Registration Act. I worked in conjunction with the borough Assistant Commissioners to provide consultation and coordinate the intense supervision and monitoring of sexual offenders on probation.
     I evaluated the effectiveness of all field services activities and report all findings to the Associate Commissioner. I assisted the Associate Commissioner of Operations in identifying short and long-term goals of performance for personnel to attain.
     I provided core training for Department Personnel in the areas of defensive tactics, handcuffing, pepper spray, firearms and Streetwise Tactics and Peace Officer Powers and Duties. I reported to the Associate Commissioner, Deputy Commissioner and Commissioner on agency policy relating to the care and safeguarding of off-duty weapons to meet required standards.
     I had oversight responsibility for the administration of the Staten Island Community Based Response Team. I ensured that the CBRT were focused on increasing both supervision and enforcement activities in the targeted communities and that the Chief met regularly with the law enforcement and civilian community members.
     I personally planned and directed special operations throughout the city pertaining to our joint work with the NYPD such as Operation Impact and Hot Spot locations. I also planned and directed special operations relating to sex offenders [Halloween Curfew Checks] and gang activities [Gang Unit all outs and Debriefings].
Chief, Brooklyn CBRT
     [Feb. 2000 to July 2002] In this capacity, under the direction of the Asst. Commissioner, I was directly responsible for the daily supervision of teams composed of New York City Police officers, New York City Probation Officers and Community Liaison Workers assigned to the Neighborhood Shield Community Based Response Teams. Additionally, I had to supervise both permanent, temporary clerical assistants as well as summer youth workers. I served as the liaison with the special Supreme Court part that was set up for CBRT and with the various community based organizations. I collaborated with the Chief of Community Affairs to plan, develop and institute a Community Advisory Board for Bklyn. CBRT
     I worked in collaboration with the Adult and Family Court Probation Staff in establishing and instituting the Special Probationer Misconduct Guidelines to better supervise the targeted probationers. I conducted regular meeting with all Police and Probation Staff and participated in community meetings on behalf of the Dept. [Community Board, Weed and Seed, Precinct Council etc.]
     I planned and coordinated the joint law enforcement activities such as teen prostitution interdiction, narcotics interdiction, quality of life violation enforcement, vertical patrols, warrant executions, investigations of probationer open complaints as well as probation address verification visits. I also conducted Administrative Misconduct Hearings for probationers. I assisted in the developing and planning of the Department's first annual Family Day Olympics for the Cypress Hill Community.
Supervisor Field Services Unit:
     I supervised a group of Probation Warrant Officers and 2 clerical assistants in the execution of Violation of Probation Warrants, Search Orders, Narcotics Warrants, Extradition and Investigations of new crimes committed by probationers. I reviewed, assigned and conducted criminal investigations related to the violation of probation court process. Led, assigned and supervised investigations of domestic violence, parental abuse, drug abuse and sales and sex offenders. I represented the Department at judicial hearings and acted as a troubleshooter for any problems related to the execution of warrants, warrantless arrests and search orders.
Probation Officer
     [Investigations/Supervision]: I served in the capacity of Investigations Probation Officer where my duties consisted of interviewing potential probationers and writing a presentence report for the court. As a Supervision probation officer I supervised a caseload of approximately 250 probationers. It was my duty to ensure that the probationers were in compliance with their conditions of probation, provide referral services for employment, drug or family problems, conduct home visits and effectuate arrests when necessary. I wrote regular reports to the court as well as violations of probation when necessary.
     Deputy Armorer/Firearms/Defensive Tactics Instructor/DSOD Adjunct Instructor:
In this capacity I have conducted peace officer training, firearms classes and taught empty hands defensive tactics and strategy to members of the Probation Department in compliance with the requirements set forth by the NYS Div. of Criminal Justice Bureau if Municipal Police.
